These are steps to do it:

Go to http://www.blogger.com

clik create

Fill the form above and click next

Then the next page is

Name your blog

The title of your blog: give your blog a name ( for instance: blog tutorial)

url blg : a blog url. But you must check its availability

then type the verification code

click next


the next step is choosing a template

choose the template you like by clicking the little circle

Click next

Now your blog is ready, click start blogging
